Millions Of Women To Gain “Farmer Status” In This State

Millions of women working across Maharashtra’s agricultural sector are set to gain long-awaited legal recognition after the state legislature approved the Maharashtra Women Farmers Empowerment Bill, 2026. The legislation marks a significant policy shift by recognising women based on their contribution to agriculture rather than on ownership of farmland, a criterion that had previously kept many from accessing government support.

The new law covers women involved not only in crop cultivation but also in dairy farming, animal husbandry, poultry, fisheries, and the collection of minor forest produce. Once recognised, beneficiaries will receive a Woman Farmer Certificate, allowing them to access institutional credit, crop insurance, government subsidies, agricultural training, modern farming technology and improved market opportunities.

Unlike the earlier framework, the legislation removes the requirement of holding land titles, acknowledging that many women actively participate in farming despite property being registered in another family member’s name. The measure is expected to strengthen financial inclusion and improve the economic security of women engaged in the rural economy.

To obtain recognition, eligible applicants can submit requests through Gram Panchayats in rural areas or urban local bodies where applicable. Approved applicants must receive their certificates within 15 days, while authorities are required to explain any rejection. The legislation also authorises local bodies to identify eligible women proactively and establishes dedicated support centres and grievance redressal systems to ensure effective implementation across the state.
