In a comprehensive push to reform public examination integrity, the Centre will introduce specialized legislation in Parliament establishing stringent legal mechanisms against examination paper leaks. Following the conclusion of a Union Cabinet review scheduled for Friday to finalize its key provisions, the proposed bill will be formally tabled on Monday at the start of the Monsoon session’s second week.
Detailing the legislative roadmap in a video message, Prime Minister Narendra Modi outlined that “The cabinet will discuss the issue of paper leaks on Friday and, taking suggestions of the cabinet colleagues, further action will be finalised.” He noted, “On Monday, when the second week of the Monsoon session of Parliament will begin, a bill will be brought with provisions for strong action against paper leaks, and we will try to pass it as early as possible.
The planned statutory framework follows an array of administrative interventions enacted over the past two-and-a-half months following allegations surrounding the NEET examination. Emphasizing that paper leaks cause immense distress to students and guardians, the Prime Minister highlighted that fast-track judicial courts have already been instituted to expedite trials. Addressing the recovery measures taken to safeguard candidates’ academic schedules, Modi stated, “The guilty have been caught. They are now in jail. Our most significant responsibility was to ensure that the students do not lose a year. It was necessary to hold the examination immediately. By using all resources, the government has ensured that 22 lakh students could attend the retest.”
